The Dimension Item List will allow you either pick up an item or select it. A selected item that is under the world can still be manipulated.

There is a rotation widget available. By default it is bound to your 2 key. It's the second button in the Dimension Toolbar that replaces your main ability bar while in edit mode.

We are aware of this issue. Placing any of the other dimension items available should work. Thank you for your feedback.
